Marked "Urgent," this document is largely a reiteration of Muller's "Confidential" order of 9 November. It is not evident if the minor variations in language are a result of the author's paraphrase of the prior document or the vagaries of translation. In any case, this document provides essentially the same information as Muller's, along with a distillation of the most necessary elements of Heydrich's order (see preceding document) regarding the demonstrations and the posture of the police. Two explicit additions are notable: the plain statement, "However, incendiarism [sic], looting of shops and homes, and attempts to kill will be prevented"; and the directive, "Criminal and State Police officers assigned to this duty will wear civilian clothes" (p.1). This document does not mention concentration camps but it does indicate the large scale of anticipated arrests ("as many Jews as the jails will hold" [echoing Heydrich] (p.2) and, more specifically [following Muller], "the arrest of some 20— to 30,000 Jews in Germany" (p.1).
