UN DECADE INTEREST GROUP OPEN FORUM FOR NEW SCHOLAR
The UNDIG conducted another panel session this year (Friday, April
8th, Ballroom One, ANA Hotel). The 1993 panel dealt with the need for
conducting activities to facilitate public awareness of the U.N. Decade.
This 1994 panel provided an opportunity for younger scholars to present
the results of their research to an Open Forum of interested ASIL
members. Judge Macdonald moderated, while Professor Slomanson
facilitated discussion via commentaries in response to each
presentation. The UNDIG goal is to assist in the development of these
papers for publication, hopefully in the AJIL. This session was
attended by Executive Director Ku. A brief audience reaction/question
session followed. A summary of each research paper is provided below:
Prior to providing the latest news about our Interest Group, input
from our members and friends of the ASIL, and the latest in publications
of interest to our members, some "thank you's" are in order. I would
like to thank Sandra Liebel of the ASIL staff for her indispensable
assistance in bringing this issue to press. Also, without the
continuing support of Dr. Charlotte Ku, your U.N. Decade Newsletter
would not be possible. Finally, I would like to thank President John
Monks and Western State University for assisting with the funding for
this particular issue. Until our new dues structure is implemented
later this year, we are quite fortunate to have friends of the A.S.I.L.
available for facilitating the timely production of this linkage among
interested members of the Society.
Please see the first page of this website. Please provide any
suggestions that you have regarding our Interest Group Activities, the
Newsletter, or whatever you deem important enough to comment on. This
will assist in producing the best Newsletter possible. If you do not
take advantage of this opportunity, then no one will know about your
useful input.
Annual Interest Group Membership Meeting (Saturday, April 9,
1994, Ballroom One of the ANA Hotel):
Newsletter Format--The UNDIG (UN Decade Interest Group)
Newsletter has been well-received and should continue in the current
format. The Editor would like to receive more op-eds on matters of
interest to Interest Group members. Members have been--and will be--contacted for this purpose
by various Group members.
Open Forum Summaries--The next issue (#5) of the Group's
Newsletter will hopefully contain the summaries of the Open Forum
presentations previously provided by the presenters to the Society.

Table of Contents in ASIL Newsletter Suggestion--The ASIL
Newsletter should include a brief Table of Contents of our Newsletter
(currently being considered by the ASIL).
Suggested two-tiered Interest Group Dues Structure --The
ASIL will be (has been) solicited for the purpose of determining whether
copies of the UNDIG Newsletter should be sent to individuals who are not
members of the Society or not members of UNDIG. Sixth Committee
members, for example, would benefit from being added to the Newsletter
mailing list. The Editor reported that the Society's Interest Group
Officer breakfast meeting (Wednesday, April 7th, ANA Hotel) generated a
similar suggestion on the issue of whether there should be a special
membership category with slightly higher section dues for others who are
not members of the ASIL. (As of this Newsletter, a two-tiered dues
structure presents various difficulties for the ASIL.)
Internet--UNDIG examined the possibility of placing its
Newsletter on Internet. The Chair will examine this proposal for future
consideration.
News of Members --UNDIG members should submit news of their
relevant activities to the Editor for inclusion in forthcoming issues of
the Newsletter.
Regional Outreach Network (RON)-- The ASIL's RON Committee
was unable to meet this year at the Society's Annual Meeting. The
Editor suggested that UNDIG members assist in this endeavor by lecturing
to groups outside of their institutions--to bring the work of the
Society to the public. Those present at the UNDIG meeting supported the
adoption of this theme as one of the UNDIG objectives. This support
will help the ASIL better acquaint tomorrow's leaders with International
Law today. The Editor offered copies of a canned speech to any one
wishing to give such lectures, entitled "What is International Law and
Why Are They Saying All Those Nasty Things About It?" Newsletter
readers should contact the Editor (Professor Slomanson) to obtain a
copy.
Qatar UN Decade of International Law Conference--UNDIG
member Prof. Alfred Soons attended the recent 1994 Qatar Conference on
the UN Decade of International Law. The theme was "Security and Peace
in the Twenty-first Century." The State of Qatar invited a number of
individuals to present papers and to attend. The resulting Declaration
and conference proceedings will be published by Martinus Nijhoff. One
theme was the proposed third Hague Conference to coincide with the
hundredth anniversary of the first such conference. (See Qatar
Declaration, p.__ herein.)
Chair's "Where-do-we-go-from-here" Discussion --Judge
Macdonald led a discussion about future UNDIG activities. He will make
arrangements for a regional meeting at the University of Santa Clara
prior to the next Annual Meeting of the Society. Mr. Jeremy Thomas will
shepard the development of additional UNDIG materials, organized under
the four topics of the UN General Assembly's UN Decade resolution.
Draft summaries will be forwarded to the Editor for inclusion in the
UNDIG Newsletter. Attorney Tobi Dress led a discussion regarding
organizing UNDIG's work around the four UNGA Resolution topics.
Professor
Slomanson has been and will continue to speak at universities and other
related institutions on subjects of interest to the just-adopted
Regional Outreach Network component of the UNDIG's work. Members may
contact him for details regarding this facet of the Society's outreach
program. Lic. Abraham Montez de Oca, formerly Mexico's Ambassador to
the U.N. will forward information about UNDIG activities to
International Law teachers in Mexico.
The Chair raised the issue of whether we should continue with the
current officers. The consensus was affirmative.
The Chair will ask the ASIL to raise membership dues from $5.00 per
year to, $10.00 per year, to better support UNDIG work.
Chair Macdonald has just published his edited collection of
Essays in Honour of Wang Tieya (Dordrecht, Neth.: Martinus
Nijhoff, 1994).
Professor A.H.A. Soons, University of Utrecht, The Netherlands, is
the Chair of the Netherlands Society of International Law. He also
attended the March, 1994 conference in Qatar on the U.N. Decade of
International Law (see Qatar Report above).
Professor Slomanson is working with several of the ASIL Open Forum
scholars on developing their papers for publication.
This final segment of each Newsletter provides the opportunity to comment on any topic of
interest to the UN Decade Interest Group (affectionately dubbed "UNDIG"). It has been a very
useful source
for planning meeting agenda, new issues to be addressed by UNDIG, and the like. Please take a
