Len Abrams, a South African civil engineer and consultant on water policy, has put together a website devoted to water resources in Africa, principally South Africa. The site contains news, e.g. of the South African National Water Bill, and developments in water policy. Recognizing that historically the majority of the population has been denied access to land and water rights, and that legislation was based on European laws inappropriate for the African climate, the new government is committed to rectifying national policy. White papers on National Water Policy and National Sanitation Policy are given in full-text, as is the UN "Convention on the Law of Non- Navigational Uses of International Watercourses."
